the authoritative, agreed-upon interpretations of the National Agreement. The National
Association of Letter Carriers and the United States Postal Service have agreed at the national
level that this is the definitive interpretation of the contract.
Is binding on both parties: Postal managers and NALC representatives at all levels are
required to follow the JCAM's interpretations of the contract.

Horses are faster than mules and a horse can be pushed...
Mules are stronger than horses but a mule WON’T be pushed.
A mule will work accurate and steady from sun up til sun down...
without complaint,as long as it’s fed, watered and treated with
respect. But if a man (woman) starts pushing a mule, it will bow
up in the back - sit and refuse to move!
A letter carrier should be a mule on every day that he - she is on the
job - but NEVER a horse on any day !
